Adds the value of the <Modified> element.

Parameters

By (String): Identifier of the system or person that modified the data.
DateTime (Nullable<(Of <DateTime>)>): The date/time the modification occurred.

This form of setModified is provided as a convenience method that is functionally equivalent to the method AddModified
