Adds a new <LearningStandardItemRefId> repeatable element. This form of setLearningStandardItemRefId is provided as a convenience method that is functionally equivalent to the version of setLearningStandardItemRefId that accepts a single LearningStandardItemRefId object.

value - Gets or sets the content value of the <LearningStandardItemRefId> element
